Base Set
A "base set" is just referring to any cards that were in the regular issue set, not including special inserts, autographs, short prints or parallel sets.
For example, a 1993 Topps Finest refractor Greg Maddux is not part of the base set, but the non-refractor Greg Maddux is considered a "base card" and part of the "base set".
